Janet Babies are a creation made by Janet and Derek. They were created to make a more realistic environment in Michael's Neighborhood Improvement Experiment. They were first introduced in season 3 episode 11 "Chidi Sees the Time-Knife". There are about 314 Janet Babies around the Neighborhood, but theres only two known Janet Babies, Wanda and Daphne.
Daphne is the first member of Michael's Second Neighborhood to be created by Janet and the only one made without the assistance of Derek.
Wanda is one of the Janet Babies created by Janet and Derek for Michael's Neighborhood Improvement Experiment.
